San Manuel is a small developing town traversed by the MacArthur Highway, which winds north. It sits at the tip of Tarlac province, which pierces Pangasinan province like a sharp horn, but falls like a pearl of precious water into the province's expanse. Yet from a vantage point from above it looks like the shape of an earlier marquise; hence San Manuel can also be called the jewel of Tarlac. Most of the people of San Manuel, like most of the northern part of Tarlac, have their roots in the Ilocos region, which was a consequence of the Ilocano diaspora, the propensity of the Ilocanos to migrate in search of the proverbial green pasture. Additionally, early Ilocanos from nearby Pangasinan moved south and those from Zambales east to discover a vast plain of lush forests, rich waterways, and teeming wildlife, which they turned into farming plots. With bright hope, they decided to stay forever and settle down as one community, which they later named San Manuel. San Manuel traces its early political roots as a sister municipality to Moncada during the governorship of Don Manuel De Leon, who promoted its official founding and in whose honor the new city was named. In another account, Victoriano Castro, a migrant from Ilocano, petitioned the Tarlac government to declare their settlement a separate city in 1909.
